Development-rights receiving zones: consultations for Thessaloniki, Kavala and Boeotia
The Environment Ministry published three environmental assessments on 4 November. The public has 60 days from publication of each notice to submit substantiated written comments.

Strategic Environmental Assessments for proposed development-rights receiving zones in the regional units of Thessaloniki, Kavala and Boeotia have been opened for public consultation. Greece’s Ministry of Environment and Energy published three separate notices on 4 November 2026.
How the public can participate
Each notice invites substantiated written comments to the ministry’s Environmental Licensing Directorate within 60 days of its publication on the ministry website. The directorate is listed at 11 Alexandras Avenue, 11473 Athens, with email address sec.dipa@prv.ypeka.gr.
The notices refer to a separate digital dossier for each area. They also state that the complete digital dossier is available for public information at the offices of the General Secretariat for Spatial Planning and Urban Environment, 17 Amaliados Street, 11523 Athens.
What stage is confirmed
The studies form part of the Konstantinos Doxiadis urban-planning reform programme. The new development is publication and the invitation for environmental comments. This is not an announcement of final approval of the zones or an automatic change to the development conditions of an individual property.
The ministry ties the deadline to publication of each notice. This article gives no calculated closing date or conclusion about particular plots, permitted height or additional development rights: those require examination of the relevant dossier and final administrative acts.
