Eastern Attica: 60-day consultation on zones receiving transferred development rights
The Environment Ministry has published a Strategic Environmental Impact Study and invites substantiated comments. This process is not final approval of zones or a new building permit.

The Strategic Environmental Impact Study for designating zones receiving transferred development rights in the Eastern Attica regional unit has entered public consultation. The Ministry of Environment and Energy published its notice on 5 November 2026, under the “Konstantinos Doxiadis” programme.
Deadline and recipient
Interested members of the public are invited to submit written, adequately substantiated comments to the ministry’s Directorate of Environmental Licensing within 60 days of publication of the notice on the ministry website.
The notice gives the contact address as 11 Alexandras Avenue, 11473 Athens, and sec.dipa@prv.ypeka.gr. It provides no separate closing date or time; the period is reported as specified by the ministry.
Access to the dossier
The official ministry notice links to a digital dossier containing the study material. It also says the complete digital dossier is available for public information at the General Secretariat for Spatial Planning and the Urban Environment, 17 Amaliados Street, 11523 Athens.
When checked by the newspaper, the digital-dossier link redirected to Microsoft sign-in. This report relies on the accessible official notice and does not constitute a review of the study’s full contents.
What this stage confirms
The new development is publication of the environmental study and the opportunity to comment. It does not amount to final approval of zones, a change in building conditions for a particular property or issuance of a building permit.
Any property-specific conclusion requires examination of the full dossier, proposed boundaries and subsequent legal acts. This notice alone cannot establish additional development rights for an owner or make a proposed map an already applicable one.
