Montenegro: Commission outlines a conditional timetable for EU accession
Negotiations could close by the end of 2026 and an accession treaty could be signed as early as June 2027. Membership has not been completed.

The European Commission places Montenegro closer to completing accession negotiations in the enlargement package presented on 4 November 2026. Closing the remaining chapters by the end of the year depends on agreement by EU member states.
Completed steps and conditional expectations
The Council of the EU records 33 opened negotiating chapters, of which 21 have been provisionally closed. The latest conference, on 12 October, provisionally closed chapters covering economic and monetary policy, statistics, and social policy and employment.
Presenting the package, Enlargement Commissioner Marta Kos said negotiations could realistically conclude by the end of 2026 and an accession treaty could be signed as early as June 2027, with membership envisaged in 2028. This is a conditional prospect, not a guaranteed date.
The remaining steps
The Commission calls for sustained reforms and broad political consensus. Work on the treaty has started, but signing it differs from its entry into force: ratification by all current member states is required. Montenegro has not yet become an EU member, and provisionally closing chapters does not complete the accession process.
