Commission urges North Macedonia to uphold the Prespa Agreement and constitutional name
The 2026 report says government members and senior officials sometimes disregard the agreement, while also recording continued cooperation with Greece.

The European Commission stresses the need to implement the Prespa Agreement in good faith in its report on North Macedonia, published on 4 November 2026. Document SWD(2026) 693 final accompanies the annual enlargement package.
The constitutional name
In its good-neighbourly-relations chapter, the Commission assesses that government members and senior officials sometimes disregard the agreement, including by not using the country’s constitutional name. It warns that this risks affecting good-neighbourly relations.
The same report records continued cooperation with Greece on economic matters, infrastructure, energy connectivity, tourism and culture. The criticism concerns implementation of bilateral commitments and is attributed to the Commission’s assessment.
The accession context
The introduction says no progress was made on the constitutional changes required under the 2022 Council conclusions. North Macedonia continued preparing documents needed to meet the opening benchmarks for the first cluster of accession negotiations.
The report states a reporting period of 1 September 2025 to 1 September 2026. Publication today does not mean every recorded event happened today, nor does it itself impose a new sanction or amend the agreement.
