InvestEU: agreements signed for a new phase of Greek SME guarantees
The Recovery and Resilience Facility is providing an additional €400 million. The ministry estimates it can support a financing portfolio of about €5 billion.

On 5 November 2026, agreements were signed with participating financial institutions for a new phase of the InvestEU SME Competitiveness Guarantee, Greece’s Ministry of National Economy and Finance said. The phase is backed by €400 million in additional resources from the Recovery and Resilience Facility.
The ministry estimates the guarantees can support a new financing portfolio of around €5 billion. That figure is the estimated volume of financing the scheme can mobilise. The statement does not report disbursements under the new phase.
What businesses can finance
The guarantee covers financing for investment projects and working capital. It shares part of the risk with participating institutions, which provide the financing to businesses. The announcement confirms the agreements but does not publish a single application date or detailed terms by institution. Businesses should check product terms and availability with the respective lender.
For the previous phase, the ministry reports more than €3.65 billion in financing to over 17,000 Greek SMEs across three guarantee products. These figures refer to the earlier portfolio.
