EOPYY: up to €48.6 million for old debts to military hospitals
Article 74, passed by Parliament, provides for settlement by 31 December 2026 for January 2012–August 2022. Medicines and NIMTS are excluded.

A deadline of 31 December 2026 for settling outstanding EOPYY debts to military hospitals is set out in Article 74 of the Health Ministry bill passed on 29 October. Today's Defence Ministry announcement brings the issue back into focus, with Deputy Minister Thanasis Davakis referring to €48.6 million.
The passed text itself sets a ceiling of €48,600,000. It concerns outstanding balances for services provided from January 2012 through August 2022, rather than new healthcare expenditure in 2026.
Coverage and exclusions
The provision refers to debts covered by Article 59 of Law 5110/2024. It covers remaining amounts owed to military hospitals, excluding the Army Share Fund Hospital (NIMTS) and debts for medicines. This is not a benefit for insured individuals to apply for, nor a general cancellation of the organisation's debts to every healthcare provider.
How settlement is provided for
The text provides for a preliminary accounting check and payment of 100% of the remaining debt, following the procedure in Article 23(2) of Law 5173/2025. The same procedure may cover balances remaining after advance payments.
After settlement, the hospitals' claims for that period are extinguished. EOPYY retains the right to conduct a final audit and clearance of the accounts and to offset any amounts found to have been paid unduly against current or future debts.
A deadline does not establish that payment has occurred
Cross-checking with Parliament confirms passage and the article's terms. The record remains in the passed-bills section, which concerns texts before publication in the Government Gazette. The 2 November announcement places payment by the end of the year; it does not prove that €48.6 million has already been transferred. No breakdown by hospital is provided.
