Digital stock movements: phase B1 in 2027, unified coding in 2028
AADE sets out two implementation stages and new arrangements for senders, carriers and recipients.

Phase B of digital monitoring of stock movements will be implemented in two stages, AADE explains in its announcement of 3 November 2026. The timetable covers digital procedures and unified item coding.
The two dates
From 1 January 2027, phase B1 covers loading, transshipment, delivery and receipt, together with transmission of quantity-control data. From 1 January 2028, phase B2 provides for unified item coding under the TARIC Combined Nomenclature, according to the official announcement.
The new functions are linked to decision A.1233 of 30 October 2026, amending A.1123/2024. The original decision was published in Government Gazette B 6576 of 30 October 2026. Publication of the act is distinct from the future implementation dates explained by AADE.
What businesses need to organise
Document fields are updated and temporary transshipment is simplified. Easier procedures are provided for transport, postal and courier businesses where the required information comes from their internal real-time tracking system. The changes also cover handling unexpected incidents and allowing carriers to update the Packaging Types Table.
Where a farmer cannot weigh stock at the start of a movement, the receiving trader reports the quantity to myDATA. This provision addresses that particular situation rather than a general exemption for farmers.
AADE says upgrades to the free timologio and myDATAapp applications are already available, including additional checks, document management and QR scanning. Senders, carriers and recipients need to coordinate their data fields and workflows with the services they use.
