On 1 October 2026, the European Commission announced a reasoned opinion to Greece over incomplete transposition of Energy Efficiency Directive (EU) 2023/1791. The case number is INFR(2025)0315.

Greece has two months to respond and complete transposition. Otherwise, the Commission may decide to refer the case to the Court of Justice of the European Union, requesting financial sanctions. The announcement concerns a pre-litigation stage, rather than an already imposed fine.

How public buildings are involved

The directive includes targets for public authorities’ consumption and renovation of their buildings. Its scope is wider, covering energy savings and measures to alleviate energy poverty.

The Commission says it examined Greece’s measures and explanations and concluded that transposition remains incomplete. The public summary does not list every missing provision.

Funding and legislation

The new announcement on funding public building renovations concerns projects. It does not, by itself, establish full legislative compliance.

The published announcement provides a two-month period without stating when Greece was notified, so it does not establish an exact expiry date.
