SYRIZA submits bill on fuel taxes and the heating allowance

The proposal seeks a levy on excess refining profits, a doubled heating-oil allowance and lower excise duties. Parliamentary submission does not put the measures into force.

SYRIZA–Progressive Alliance’s intervention on heating and fuel has reached a new parliamentary stage: the bill was submitted on 15 October 2026, according to Parliament’s register. The party has published its full text.

At the time of checking, Parliament lists it as “Submitted”. It is an opposition MPs’ proposal, not a government decision, an enacted law or a newly active benefit.

Which profits the levy would cover

Article 1 proposes a 90% rate on the positive portion of 2026 taxable refining profits exceeding 120% of the average corresponding results for 2022–2025. It does not propose taxing all profits at 90%. If the difference is zero or negative, the text provides for no contribution.

Revenue would go primarily towards heating support and offsetting lost revenue from lower fuel taxes. Expected revenue is an estimate by the bill’s proponents, not confirmed receipts.

What is proposed for households

For heating oil in winter 2026–2027, Article 2 would double the allowance calculated under the 2025–2026 rules, including its reference amount and limits. It retains the previous winter’s income and property criteria. This is the proposed rule, not an already approved new amount for each recipient.

Article 4 proposes a heating-oil excise duty of €21 per kilolitre instead of €280 for 15 October 2026–30 April 2027. The stated 92.5% reduction concerns that particular tax, not the fuel’s total retail price. The proposal also provides for excise reductions on unleaded petrol and road diesel for one year, with an extension possible.

What submission alone does not change

Submission does not open applications for a doubled allowance or automatically change pump prices. The text itself links entry into force to publication of the law: the legislative process must first take place. The party’s political assessments and financing calculations are not independent confirmation of outcomes.
