Reuters/Ipsos: Trump approval at 31% — what the new survey measures

The survey interviewed 1,679 adults on 16–19 October. The 47%–35% congressional preference is among registered voters, not a seat forecast.

Thirty-one per cent of adults approve of Donald Trump's handling of his presidential duties, while 66% disapprove, according to the new Reuters/Ipsos survey conducted on 16–19 October 2026 and published on 19 October. The figures are confirmed in Ipsos's original results table. This question measures assessment of the president, not voting intention.

A separate question about Congress

Among registered voters, 47% choose the Democratic candidate and 35% the Republican candidate when asked how they would vote if congressional elections were held today. The gap is 12 percentage points. It does not describe the entire adult sample and must not be confused with presidential approval.

Sample and limitations

Ipsos used the probability-based KnowledgePanel, interviewing 1,679 adults aged 18 or over in English. The unweighted registered-voter base is 1,279 people. Results were weighted for demographic and political characteristics.

At the 95% confidence level, the reported margin of sampling error is ±2.4 percentage points for all adults and ±2.8 for registered voters. The smaller margin must not be applied to every subgroup.

The national survey measures reported attitudes during fieldwork. It does not translate directly into seats or a final election result: individual districts, turnout and undecided voters remain important.
