The foreign ministers of the United States, Australia, India and Japan met in Atlanta on 31 October. Japan’s Foreign Ministry confirms the participation of Marco Rubio, Penny Wong, Subrahmanyam Jaishankar and Toshimitsu Motegi.

The joint release sets out an intention to provide more than $85 million in technical and financial assistance for access to trusted artificial intelligence across the Indo-Pacific. This is a commitment, not a confirmed disbursement.

A new effort will also identify semiconductor and related hardware supply-chain bottlenecks before they cause disruptions, a development also reported by Reuters.

Separately, the joint text records a US commitment of $10 million for infrastructure recovering critical minerals from waste in India and ASEAN countries. Export credit agencies plan to meet in Tokyo on 18 November.

Concerns about economic coercion are a joint political position; the relevant passage does not name a country.
