Netherlands details €1.2 billion in civilian support for Ukraine
Energy, water and reconstruction are priorities. The package implements earlier commitments; €40 million for urgent energy repairs is being accelerated within 2026.

On 28 October 2026, the Dutch government detailed about €1.2 billion in non-military support for Ukraine over the coming three years, also reported by Reuters.
The ministry clarifies that this implements earlier commitments of €878 million and €327 million. It is not another €1.2 billion added on top of those amounts.
Urgent energy support
€40 million for urgent repairs through the Ukraine Energy Support Fund is being made available faster within 2026. Another €55 million in energy equipment is provided through RVO.
The announcement establishes funding allocations, rather than completion of every disbursement or delivery.
