Psychologists’ Association bill passed; Gazette publication pending
Parliament records passage on 29 October. Passage is distinguished from Gazette publication and commencement of individual provisions.

Updated 29.10.2026 · 23:02, Athens time — What changed
The Health Ministry bill establishing and organising the Panhellenic Association of Psychologists, together with other health provisions, passed on 29 October 2026. Parliament’s official record now labels it a passed bill and gives 29 October as its passage date.
This supersedes the earlier report on scheduled committee proceedings and a submitted text. The record lists related Social Affairs Committee meetings on 22, 23 and 26 October.
What remains pending
Parliament lists it among passed bills awaiting publication in the Government Gazette. Passage is not presented as an already published Gazette law or automatic commencement of every provision.
No new active registration process, fee or deadline for psychologists is announced here. Specific obligations and implementation dates must be checked against the published final text and any required implementing acts. Parliament itself warns that the photocopied draft is not the final text.
Previous updates — history
Updated 21.10.2026 · 05:03, Athens time — What changed:
Parliament’s official record now lists a meeting of the Standing Committee on Social Affairs for Thursday 22 October 2026 at 10:00 concerning the bill on the Panhellenic Association of Psychologists and its other health provisions.
The listing confirms a scheduled next parliamentary stage. It does not establish that the hearing has already taken place, that the committee has approved the text or that Parliament’s plenary has passed the bill.
The official record still shows the phase as “submitted”, with a filing date of 19 October. Scheduling the committee meeting alone activates no new registration requirement, fee or deadline for professionals.
Earlier updates — history
The Ministry of Health's bill establishing and organising the Panhellenic Association of Psychologists was submitted to Parliament on 19 October 2026. It also includes provisions on mental health, nursing, the National Health System, health technologies and medicines.
What the text proposes
Article 3 provides for an association as a public-law legal entity supervised by the Minister of Health, based in Athens with regional branches. Part One includes a membership register, registration procedures, professional rights, ethics and disciplinary bodies.
Part Two provides for two national observatories: one for psychotherapy and mental-health counselling, and another for forensic psychiatry. The first is described as a scientific, advisory and consultative body supporting the ministry, not a service accepting applications from the public.
The stage is submission
The official record shows the submitted-bill stage and identifies the Standing Committee on Social Affairs. It does not certify completed committee consideration, passage or Government Gazette publication. Parliament itself cautions that spelling and syntax corrections remain pending in the photocopied text.
These are therefore proposed rules. Submission does not activate a new registration requirement, fee or deadline for professionals today. Final obligations depend on parliamentary proceedings, the published text and the envisaged implementing acts.
