EU Council agrees negotiating position on deeper capital markets
The integration and supervision package advances; it is not yet final legislation.

On 9 October 2026, the EU Council agreed the main elements of its negotiating position on the market integration and supervision package.
What would change
MISP aims to reduce cross-border investment barriers and support business financing. The Council position would transfer oversight of the most significant cross-border trading venues and certain market infrastructures to ESMA.
For firms and savers, the potential benefit is wider financing choices, not guaranteed returns. This negotiating agreement does not immediately launch a new investment product or new rights. Completion of the legislative process and implementing rules remain necessary.
