Klitschko announced plans to find funding for water crossings and access roads. The announcement concerns planning, rather than completed works.

Updated 28.10.2026 · 01:07, Athens time — Dnipro crossing plan
On 27 October, Kyiv Mayor Vitali Klitschko announced that the city would seek 1 billion hryvnias for a project covering combined water crossings over the Dnipro and their access roads. His original post says the capital’s Defence Council discussed the project.
The military command will determine the locations, with approval by the competent authorities, including the Kyiv City Military Administration, according to the mayor. The post describes funding to be found and planning; it does not establish an already approved municipal appropriation, disbursement or completed crossings.
ERT also reported the plan, describing the sum as approximately €20 million. The primary announcement states the amount in hryvnias and gives no binding completion date. The development concerns transport resilience after attacks on infrastructure, rather than announcing the reopening of the Southern Bridge or a specific metro segment.

Updated 27.10.2026 · 06:11, Athens time — What changed
Kyiv Mayor Vitali Klitschko reports a strike on the Southern Bridge and damage to metro infrastructure on it in a new official post on 27 October. In an earlier post, he reported a strike on an administrative building in the Podilskyi district and non-residential buildings at two other addresses.
The full, updated Kyiv Independent report carries the mayor’s statements and describes a new series of explosions during the night. These reports expand the earlier coverage of the university campus and other areas of the city.
New damage and the earlier toll are kept separate
The two latest posts give no new casualty count. The earlier toll of one person killed and ten injured, with nine hospitalised, remains recorded as a previous update from Ukrainian authorities; it is not added to or automatically attributed to the newly reported locations.
The posts do not establish a specific metro line, a train being hit, a system-wide suspension or a restoration time. The descriptions of the new strikes are attributed to the mayor and are not presented as independent reporting from the scene.
Earlier updates — history
Updated 27.10.2026 · 03:05, Athens time — What changed
Ukrainian authorities now report one person killed and ten injured in the Russian attack on Kyiv on the evening of 26 October. Mayor Vitali Klitschko gives that toll in his official post, while Ukraine’s State Emergency Service, DSNS, also reports one person killed and at least ten injured.
According to the mayor, nine injured people have been hospitalised and most of those injured are students from a university dormitory. This adds a numerical toll to the earlier statement by President Zelenskyy, which did not yet give a specific casualty count.
What the rescue service describes
DSNS reports damage to a university building, dormitories and nearby homes in the Desnianskyi district, as well as a car hit near a metro station. In the Dniprovskyi district, it records partial destruction of a three-storey non-residential building and the discovery of one person killed.
The toll covers the attack at several locations across the city; not all casualties are attributed to the university campus. Figures and descriptions are attributed to Ukrainian authorities and are not presented as a final toll or independent reporting from the scene.
Earlier updates — history
Volodymyr Zelenskyy reported a missile strike on university grounds in Kyiv and the surrounding area in a post dated 26 October 2026. Ukraine’s president attributes the attack to Russian ballistic missiles and says there are casualties.
Areas described in the statement
His account covers the campus, Kyoto Park, an area near a metro station and residential buildings. The wording refers to an area near a station; it does not by itself establish a direct hit on a station or train.
In that statement, Zelenskyy says the exact casualty count was not yet known. ERT’s report, published on 27 October, reports injuries and ongoing rescue operations while reproducing his post. These materials do not establish a reliable numerical toll.
Attribution of the attack, descriptions of locations and casualty reports are statements by the Ukrainian side. This update is not presented as independent reporting from the scene and adds no unverified numbers.
