Kallas accuses Russia of escalating hybrid attacks across Europe
The EU foreign policy chief referred to sabotage attempts and airspace violations. The allegations are explicitly attributed to her and the relevant authorities.

EU foreign policy chief Kaja Kallas said on Monday, 5 October 2026 that Russian hybrid activity was escalating, ranging from attempted sabotage to airspace violations.
She spoke in Brussels after the 10th EU-Moldova Association Council, alongside Moldovan Prime Minister Vasile Tofan. The Council of the EU's official programme confirms that the press conference took place.
The allegations concerning Moldova
According to Reuters, Kallas said Russian missiles and drones had again violated Moldovan airspace over the weekend. The report cited Moldova's defence ministry as saying that three drones crossed the country's airspace during Russia's 30 September attack on Ukrainian energy infrastructure.
These accounts are official allegations by the EU and Moldovan sides. They do not by themselves constitute independent technical attribution of every individual incident. Moscow has rejected the broader accusations by Western governments and intelligence services that it is conducting an organised hybrid campaign.
The EU response framework
The European External Action Service describes hybrid threats as covering a wide range of activity, including cyber-attacks, sabotage, information interference and attacks on critical infrastructure. The EU has established a dedicated sanctions framework and rapid-response teams, one of which has already been deployed in support of Moldova.
Kallas's latest remarks fit that policy position. At the time of publication, they were not accompanied by an announcement of new sanctions or a new operational decision.
