The Council approved a recommendation on 9 October, rather than a blanket removal of fiscal limits.

On 9 October 2026, ECOFIN agreed to extend Greece’s national escape clause to additional measures enhancing energy security.

A targeted fiscal decision

The meeting statement places the recommendation under the Stability and Growth Pact and links it to the clause for defence financing. It concerns a fiscal framework, not a benefit payment or an application programme for citizens.

This should be distinguished from a general easing of fiscal rules. The recommendation itself and national implementing acts are decisive for amounts, eligible expenditure and time limits.
