ELSTAT: new-home construction costs rose 4.8% year on year in the third quarter
Material prices rose 5.6% year on year in September. Two new releases measure construction inputs rather than home sale prices.

The general cost index for constructing new residential buildings rose 4.8% year on year in the third quarter of 2026, according to figures released by ELSTAT on 23 October. It increased 1.4% compared with the second quarter of 2026.
Materials and labour remuneration
Within the annual change in quarterly costs, the materials price index rose 5.1%, and the labour remuneration price index increased 4.3%. Both component indices rose 1.4% quarter on quarter.
The separate price index for categories of new residential construction works increased 3.5% against the third quarter of 2025 and 1.1% against the second quarter of 2026.
September’s figures
ELSTAT’s second release concerns the monthly materials price index alone. In September 2026, it rose 5.6% against September 2025 and 0.5% against August 2026. The 5.6% figure concerns a single reference month and differs from the quarterly materials index’s 5.1% annual increase.
How to read the figures
The indices use a 2021=100 base and describe cost and price changes in new residential construction. They do not measure property sale prices or rents. The labour remuneration index does not mean every worker received the same percentage pay rise.
